Martha Smiley received the J.D. degree from The University of Texas School of Law in 1972 and the B.A. from Baylor University in 1969. Martha is a counsel to the firm of Enoch Kever PLLC’s administrative, energy, public law and appellate practice. She has extensive regulatory, legislative and administrative experience in public utility law. Prior to joining Enoch Kever, Martha was of counsel at the Austin office of Winstead PC. She also served as a founder and the executive vice president of Grande Communications, and for 14 years was a named partner in the Austin-based law firm of Bickerstaff, Heath & Smiley. Prior to that, Martha served as a regional counsel for the Environmental Protection Agency.

Martha is a former member of The University of Texas System Board of Regents, where she served as Vice Chair in 1995-97. Martha has a long history of community service, including service on the boards of the Austin Community Foundation, KLRU (Public Television), Capital IDEA, SafePlace Foundation, The Greater Austin Chamber of Commerce, and the Austin Area Research Organization (AARO). At The University of Texas at Austin, Martha is a Founding Member of The Center for Women in Law at The University of Texas School of Law; served on the Advisory Board of the Lozano Long Institute for Latin American Studies; and served as President of the Longhorn Foundation 2013-2014.

Martha has been honored many times for her service to the legal profession and to the improvement of our society; among these honors are Trailblazer Award from the Anti-Defamation League in 2017, Distinguished Lawyer Award from the Austin Bar Foundation in 2017, Presidential Citation Award from University of Texas President Bill Powers in 2015, the Exceptional Award for an Honorary Alumnus by Leadership Austin in 2011, Woman of Distinction by the Girl Scouts of Central Texas in 2010, The University of Texas Law Alumni Association’s 2002 Distinguished Alumnus for Community Service , Profile in Power Leader by the Austin Business Journal in 2001, and The University of Texas School of Law’s Honorary Order of the Coif in 1997.

A native of Mission, Texas, Martha is the mother of two grown sons, and she resides in Austin.
